Аннотация: A quadratic functional with an identically singular principal part is considered. The connections between dual points and the insolvability index of the Jacobi equation and the solvability conditions for the corresponding matrix Riccati equation and the reducibility of the initial functional to a perfect square are investigated. A criterion for the existence of a nonzero kernel of the functional is obtained.
