Аннотация: Рассматривается квадратичный функционал с линейными связями в виде дифференциальных уравнений с тождественно вырожденными матрицами перед производной вектор-функции состояния. В работе обсуждаются структура общих решений таких систем и некоторые их свойства. На этой основе получены условия неотрицательности целевого функционала и условия малого отклонения управления от стационарой точки при малых значениях функционала.
